Moisture entering the panel had caused a lot of rust in the panel, the neutral from the pole was broken so the service was relying on the plumbing ground to function. Then contractors working in the home disconnected the ground from the plumbing. This caused several circuits to completely burn up from the panel to the fixture when they were turned on.
